David Moinina Sengeh is the Chief Minister in the government of Sierra Leone, who also doubles as Chairman of the Steering Committee (SC). As Chair of the Committee, he presides over meetings, provides leadership on how the Committee conducts its affairs, mobilizes funds for the administration of the Committee and operation of the Tripartite Secretariat, relates with Cabinet, communicates Cabinet decisions to the Committee and spearheads their implementation, and supervises operation of the Tripartite Secretariat.
Dr. Sengeh is a pragmatist who believes in the vision for providing inclusive leadership that takes onboard ingenuity to stimulate service delivery, inject accountability mechanisms and foster transparency parameters in administration.

The Steering Committee he leads provides oversight over the operation of the Tripartite Steering Committee Secretariat (TSCS), which serves as the operational wing of the SC. The SC comprises the Minister of Information and Civic Education, Minister of Local Government, Minister of Social Welfare, Minster of Gender and Children’s Affairs, the Attorney-General and Minister of Justice, Minister of Finance, Mayor of Freetown, Mayor of Makeni, Mayor of Bo, Mayor of Kenema, Council of Paramount Chiefs, Women’s Forum, Campaign for Human Rights and Development International, Sierra Leone Association of Journalists, Council of District Chairmen, All Political Party Association, All Political Party Women Association, Head of Government Business, Head of the Opposition, etc.
The TSCS is the operational body of the Steering Committee. It coordinates the implementation of the 80 recommendations as set out in the Tripartite Committee Report dated July, 2024.
