The Coordinator of the Tripartite Steering Committee Secretariat (TSCS), Ngolo Katta, has commended the Electoral Commission for Sierra Leone (ECSL) for progress made in implementing the Tripartite Report recommendations, while urging continued collaboration and clarity on outstanding issues.
“The bulk of the recommendations relate to the Electoral Commission for Sierra Leone. I know the extent of work you have done, and I know the pressure you face to meet a measurable progress in implementing critical recommendations in the Tripartite Report. We are in this meeting to work with you and track progress, discuss hanging recommendations we feel ECSL should take leadership on or otherwise so that we are clearer on them,” Mr. Katta told a meeting at ECSL.
The engagement was held on Thursday 28 August 2025 at the Commission’s conference room in Freetown.
Tracking and Harmonising Data
Mr. Katta said the TSCS and the Office of the Chief Minister had developed a tracker to monitor statistical progress in the implementation of the recommendations. He stressed the importance of harmonising data so that institutions could take ownership and communicate clearly with the public.
According to him, these engagements with electoral management bodies are designed to prepare them, review their implementation matrix, encourage collaboration with other agencies on shared recommendations, and clarify recommendations that some institutions may consider inapplicable.
Progress and Legislative Action
Mr. Katta noted that a large portion of the recommendations assigned to ECSL are legislative and constitutional matters, which the Attorney-General has already addressed. The operational and administrative recommendations, he said, remain under review by the Commission.
Acting Chairman of ECSL, Commissioner Edmond Alpha, confirmed that significant progress had been made. He said the Commission’s strategic plan had already addressed a good number of recommendations, while a recent management and functional review report had also tackled others.
A consultant, he added, would soon be commissioned to work on voter registration mechanics and a results management system—two of the key technical reforms in the Tripartite Report.
Next Steps
ECSL continues to institutionalise policies developed from the tripartite recommendations. The Commission is tasked with implementing around 60 recommendations, the majority of which are constitutional and legislative, while the rest are administrative and operational.
