29 July 2025 – The Tripartite Steering Committee Secretariat held its first inter-agency meeting on Tuesday 29 July at the conference room of the Secretariat.
ECSL, PPRC, SLBC, IPCB, and PSRU attended the meeting and made presentations regarding implementation of the tripartite recommendations related to them.

The Coordinator for the Tripartite Secretariat said tracking the implementation would show progress backed with data and identify challenges that might receive donor support for their solving. Ngolo Katta said he was aware of the significant efforts agencies had put into the process which required reporting on them not only to the Tripartite Steering Committee but also to the public. It was a responsibility on the Secretariat to take the public along every step in the implementation of the recommendations.
ECSL had 65 recommendations dealing with them, for which a good number were under implementation, particularly with the development of the Commission’s strategic plan. Recommendations 1 and 3 on consultation policy and information management policy respectively – a consultant was hired by the EU and was on the verge of producing a draft report on them.
The Executive Secretary for ECSL said on publishing of elections calendar and development of an operational plan to take care of voter registration and result management system – UNDP would assign two experts to conduct a visibility study which report would be used to address these recommendations.
PPRC had 9 recommendations touching on them and a good number of them were legislative. Managing of political finances and addressing the raising of militias by political parties were crucial issues for PPRC.
Recommendation 77 touched on SLBC. Director-General, Josephine Kamara, said they awaited the publication of the management and functional review on SLBC conducted by PSRU. It would address the institutional decadence, institute a governance architecture, and set a mechanism for allocating airtime to political parties during electioneering.
Independent Police Complaint Board (IPCB) was also developing a communication campaign plan and enshrining the IPCB into law. Like SLBC, PSRU was processing their management review.
According to PSRU, management and functional reviews of SLBC, IPCB, and IMC were undergoing technical processing. Draft reports were underway.

The inter-agency meeting, its hosting may be rotated among agencies to create a camaraderie and foster a shared vision for implementing the tripartite recommendations.
