TSCS Engages Civil Society Coordinating Committee on Tripartite Recommendations

“I call on you to foster and uphold cooperation as we partner, plan and identify activities to add value to government endeavours, and harvest a social capital rewarding to our citizens, and rewarding to the state,” Tripartite Coordinator told a Civil Society Coordinating Committee on Election Observation Mission (EOM) and Tripartite Recommendations.

The Committee had paid a courtesy call on the Tripartite Steering Committee Secretariat (TSCS) on Wednesday 3 September, 2025, to learn about the operation of the Secretariat and get updates on the implementation of the tripartite recommendations.

Ngolo Katta said he was pleased to receive them and solicit their partnership in an effort that would strengthen democratic institutions and foster national cohesion.

The tasks on the Secretariat had been enormous in the last ten days. Building and strengthening partnerships with non-state actors appeared to have consumed its operations with a clear objective of heightening education on the tripartite and constituting a formidable team for rolling out civic engagement activities targeting sectors of society on the tripartite recommendations.

Tripartite is a peace building mechanism and a governance architecture for reforming institutions within the public sector in a manner to improve on service delivery graded in high standards.

TSCS had held meetings with ONS, ECSL, and the technical committee of the development partners. According to Mr. Katta, the meetings tracked progress in the implementation of the recommendations and verified products of the implementations to form a clear understanding of the tangibles and report on them to the Steering Committee.

Electoral management bodies had made impressive progress in the implementation of the recommendations. A tracker in the hands of the TSCS recorded significant milestones made by the Office of the Attorney-General and Minister of Justice, who had produced a draft report on drafted legislations and review of the constitution. That would be taken to the public for consultation to accommodate public scrutiny and subsequently obtain public ownership.

Civil Society Coordinating Committee on the Election Observation Mission and the Tripartite is a union comprising civil society organizations such as SLAJ, CGG, Women’s Forum, Budget Advocacy etc. interested in the recommendations of the EOM and the tripartite. The group was set up as an outcome of the consultation held by National Elections Watch (NEW) at the Bank Complex to monitor and support the implementation of the recommendations.

Chairman of the Committee, Abubakarr Tarawallie, said the meeting was timely to forge a partnership that would promote multi-stakeholder collaboration for joint public education activities and monitoring of institutions implementing the tripartite recommendations.

TSCS is eager to forging partnerships and conducting blitz of outreaches to communities, to districts, and to regions to popularize the tripartite recommendations.

UNDP has supported this endeavour and the government of Sierra Leone continues to play a huge role in getting citizens informed on the tripartite.
