Public Participation Strengthened as CSOs and Media Review Tripartite Legislative Proposal

“This is my constituency – civil society and the media. I include the media because CSOs and the media are partners in development. So we build synergy. This consultation today is based on collaboration, creating a platform for participation and inclusivity in drafting of the tripartite legislative proposal. We are before you to review what we have done so that the product becomes people-focused and people-owned,” Attorney-General told CSOs and the media.

Alpha Sesay was speaking at a consultative meeting at Country Lodge on Friday 31st October, 2025. It marked the third and final consultation in that set.

The AG said CSOs and the media were instrumental in holding government accountable to account on how the legislative drafting was done, and what processes followed for the arrival of the proposal in parliament. The consultation was part of the process of accounting to a constituency that was equally part of the process.

Dr. Emmanuel Gaima, Principal Executive Adviser to President Public Sector Reforms and Head of Public Sector Reform Unit, emphasized on the need of consulting with a variety of stakeholders in fulfilling the political principles of participation and inclusivity. Laws created by the people would stand the test of time than laws created by politicians.

CSOs and the media are believed to be impartial representatives of the public, speaking their minds, advocating their interest, and defending their rights.

Tripartite Coordinator, Ngolo Katta, said the engagement reflected the true spirit of the tripartite process with a clear mandate of taking the public along with the implementation of the recommendations.

He threw light on legislations defining diaspora voting as a crucial step Sierra Leone was taking to seek the political welfare of citizens living abroad.

There will be more consultations led by Election Management Bodies and the Office of the Attorney-General on a variety of subject-matter bordering on the tripartite recommendations and the constitution. 

On the legislative proposal, the AG’s team, led by the international consultant, set out to reflect the reviews made during the consultations. The Team is expected to receive more position papers from institutions and persons seeking to do so. There may be additional visits to key institutions on thematic aspects of the legislations.

These approaches may take time, but will deliver a legislative document that is comprehensive and inclusive.

The consultation is organized by the Office of the Attorney-General with funding from European Union in Sierra Leone. through International IDEA.
