Tripartite Steering Committee Reviews Progress on National Reform Agenda

The Tripartite Steering Committee has held a high-level consultative meeting at State House in Freetown to review progress on the implementation of reforms from the Tripartite Recommendations Report.

The well attended meeting took place on Thursday 12 March 2026 in the Conference Room of the Office of the Chief Minister and was chaired by Chief Minister Dr. David Moinina Sengeh, who also served as Chief Negotiator of the Unity Agreement.

The engagement formed part of the Steering Committee’s oversight role in the monitoring of the implementation of the Tripartite Recommendations, which were adopted to strengthen governance, institutional reforms, and democratic processes in Sierra Leone.

During the session, members received institutional updates on key reform activities from the Tripartite Steering Committee Secretariat, the Office of the Attorney-General and Minister of Justice, the Ministry of Information and Civic Education, and the Public Sector Reform Unit (PSRU).

The meeting brought together a broad range of stakeholders, including city mayors, district council chairpersons, representatives of the Council of Paramount Chiefs and traditional rulers, government ministries and head of agencies, representatives of the moral guarantors (UN and Peace Commission), Women Forum, Sierra Leone Bar Association (SLBA), All Political Parties Association (APPA) and All Political Parties Women’s Association (APPWA).

Following the presentations, participants engaged in discussions and provided observations on the status of implementation of the recommendations. Several contributors emphasised the importance of maintaining coordination among institutions to ensure the effective delivery of the reform programme.

During the discussions, the Deputy Minister of Communication and Civic Education, Mr. Bockarie Abdel Aziz Bawoh highlighted plans to incorporate the work of the Tripartite Secretariat into the ministry’s civic education programmes. Other participants stressed the need to sustain institutional collaboration to ensure the successful implementation of the reform agenda.

The second part of the meeting focused on the tenure of the Tripartite Steering Committee and the Tripartite Steering Committee Secretariat. In his remarks, Chief Minister Dr. David Moinina Sengeh informed participants that the mandate of the Steering Committee is scheduled to end in March 2026 and invited members to provide guidance on the way forward.

Participants shared their views and unanimously agreed that the mandate of both the Steering Committee and the Secretariat should be extended for an additional six months.

In his closing remarks, Chief Minister Dr. David Moinina Sengeh thanked participants for their contributions and reaffirmed the government’s commitment to advancing the implementation of the Tripartite Recommendations.

He encouraged members of the Steering Committee and implementing institutions to continue working collaboratively to strengthen democratic governance, transparency, and the rule of law in Sierra Leone.

The meeting concluded with renewed calls for continued collaboration among institutions to support the successful implementation of the national reform programme.
